Eligibility

Clients we serve

  • The individual must want to receive off-site Psychiatric Rehabilitation Services from Advocate.
  • The individual must be 18 years of age or older.
  • The individual must live in a geographic area (Anne Arundel County, Baltimore City, Baltimore County, Howard County, or Prince George's County) served by Advocate Support Services.
  • The individual must be assessed as being appropriate for PRP services by Advocate Support Services, meeting Medical Necessity Determination criteria.

Medical Assistance

The individual must have Maryland Medical Assistance, or be determined eligible for services as an uninsured individual by Optum of Maryland.


Advocate does not work with Medicare or private insurances.

Referral by a Licensed Mental Health Professional

  • The individual must be actively under the care of a psychiatrist (or licensed mental health professional) before applying.
  • The individual's psychiatrist must refer the individual to Advocate's PRP. Go to our Forms page and select the Service Referral Form.
  • Self-referrals can be made. Our staff can help assist getting a provider referral.

  • The individual must be diagnosed with a serious and persistent mental disorder according to Maryland's Department of Health & Mental Hygiene. Go to our Forms page and select the MD Priority Population Diagnoses to view a list of approved diagnoses.
  • The individual must have experienced impaired role functioning, on a continuing or intermittent basis, for the last 2 years.

In order to be included in the PRIORITY POPULATION, individuals must meet the target diagnostic criteria and meet the following functional limitations: Serious mental illness is characterized by impaired role functioning, on a continuing or  intermittent basis, for at least two years, including at least three of the following: β€’ Inability to maintain independent employment, β€’ Social behavior that results in interventions by the mental health system, β€’ Inability, due to cognitive disorganization, to procure financial assistance to support living in the community, β€’ Severe inability to establish or maintain a personal support system, or β€’ Need for assistance with basic living skills. The diagnostic criteria may be waived for the following two conditions: 1. An individual committed as not criminally responsible who is conditionally released from a Mental Hygiene Administration facility, according to the provisions of Health General Article, Title 12, Annotated Code of Maryland. Or 2. An individual in a Mental Hygiene Administration facility with a length of stay of more than 6 months who requires RRP services, but who does not have a target diagnosis. This excludes individuals eligible for Developmental Disabilities services.
