Eligibility for Psychiatric Rehabilitation Services
At Advocate Support Services, our psychiatric rehabilitation services support individuals receiving clinical mental health treatment by reinforcing recovery goals and daily functioning in the community.
Eligibility requirements help ensure that individuals who receive services will benefit from the program and meet the standards set by the Maryland public mental health system. Psychiatric Rehabilitation Programs provide skill building and support that helps individuals strengthen independence, maintain stability, and participate more fully in their communities.

To participate in services through Advocate Support Services, individuals generally must meet the following criteria.
Age Requirement
Individuals must be 18 years of age or older to receive adult psychiatric rehabilitation services through Advocate.
Desire to Participate
Participation in psychiatric rehabilitation services is voluntary. Individuals must be willing to receive community based support and actively participate in their rehabilitation plan.
Geographic Location
Individuals must live in a county served by Advocate Support Services. Current service areas include:
- Anne Arundel County
- Baltimore County
- Baltimore City
- Howard County
- Prince George’s County
Assessment for Services
Individuals must be evaluated by Advocate Support Services and determined to meet medical necessity criteria for psychiatric rehabilitation services.
This assessment helps ensure that services are appropriate and aligned with the individual’s needs.
Insurance and Coverage Requirements
Psychiatric rehabilitation services are typically funded through the Maryland public behavioral health system.
Maryland Medical Assistance
Most individuals receiving services must have Maryland Medical Assistance (Medicaid) coverage.
If someone does not currently have Medicaid, they may still be eligible if they are determined to qualify as an uninsured individual through the state’s behavioral health system.
Advocate Support Services does not accept Medicare or private insurance plans for PRP services.

Our PRP services offer community-based support that complements clinical care from psychiatrists and therapists. We focus on building stability through personalized planning, life skills development, and community integration, helping individuals strengthen independence while reinforcing treatment goals.
Referral Requirements
A referral from a licensed mental health professional is required to begin psychiatric rehabilitation services.
Licensed Mental Health Professional Referral
Individuals must be actively receiving mental health treatment from a provider such as:
- A psychiatrist
- A licensed therapist
- Another licensed mental health professional
The treating provider must submit a Psychiatric Rehabilitation Service Referral Form to Advocate Support Services.
Self-Referrals Are Welcome
Individuals and families may contact Advocate directly to begin the process. Our staff can help coordinate with a provider to obtain the required referral documentation.
Clinical Eligibility Criteria
Psychiatric rehabilitation programs are designed for individuals who experience functional challenges due to mental health conditions.
To qualify, individuals typically must:
- Have a diagnosed serious and persistent mental health disorder that meets the Maryland priority population criteria.
- Experience impaired role functioning, either continuously or intermittently, over an extended period of time.
- Be actively involved in mental health treatment with a provider.
These criteria help ensure that services are directed toward individuals who will benefit from skill building support and structured rehabilitation services.
What Happens After Eligibility Is Confirmed
Once eligibility requirements are met and the referral is received, the intake process can begin.
This process may include:
Intake and Orientation
The individual meets with a team member to review services, answer questions, and begin the onboarding process.
Rehabilitation Assessment
A detailed assessment helps identify strengths, challenges, and areas where support may be helpful.
Development of a Rehabilitation Plan
A personalized rehabilitation plan is created with clear goals and steps toward building independence and stability.
This plan guides services and helps track progress over time.
